The Program of Comprehensive Assistance for Family Caregivers (PCAFC) provides critical support to seriously disabled veterans and their loved ones who care for them. As a program run by the Veterans Health Administration (VHA), it differs in many important respects from other VA benefits programs. There are special rules and different procedures for applying for PCAFC benefits and appealing adverse decisions. The eligibility requirements are also complex and changing, and PCAFC decisionmakers often provide conflicting advice about what standards apply. Advocates should be proactive in explaining the applicable standards and be able to identify errors in eligibility determinations. This webinar will provide veterans service officers with an overview of the program and the VA’s associated regulations and policies. We will also offer advice on how to help veterans and their caregivers get admitted to the program and remain eligible.
