Louis has almost two decades of experience in veterans law and is the former Director of Training and Publications for the National Veterans Legal Services Program (NVLSP). Before coming to NVLSP, Lou worked as an attorney with the Board of Veterans’ Appeals. Since joining NVLSP in 1998, he has represented veterans and their dependents before the U.S. Court of Appeals for Veterans Claims and the U.S. Court of Appeals for the Federal Circuit. Lou has trained veterans service officers and attorneys all over the country and is a co-author and co-editor of the Veterans Benefits Manual, NVLSP’s 1900-page treatise on veterans law published by Lexis-Nexis.
