Bart helped found the National Veterans Legal Services Project (NVLSP) in 1980.  He has served as the lead attorney in the Nehmer Agent Orange Class Action since it was filed in 1986.

Since 1991, NVLSP has identified literally thousands of individual VA errors in deciding Agent Orange claims.

NVLSP is also the veterans service organization whose attorneys write the Veterans Benefits Manual, a 1900-page treatise on veterans law published by LexisNexis.
